Hello there. Good morning. Welcome to Breakfast with Luxigopa and John Kay.
Good morning. Our headlines today. The UK-France deal aimed at reducing small boat crossings on the Channel comes into force with detentions of illegal migrants under the so-called "one in, one out" pilot scheme due to start within days. People coming off weight loss jabs should get more support to stop them piling on the pounds again. That's according to health forces.

Morning, everybody, it's Tuesday, the 5th of August, and the government says the first illegal migrants could be detained this week under a so-called "one in, one out" deal between the UK and France. Ministers hope the plans, which have come into force this morning, will reduce the number of small boats crossing the channels. A record 25,000 people made the journey between January and July this year.

Here's our political correspondent, Jack Fenwick. Ministers hope today's agreement could reduce the number of scenes like this. A record 25,000 people crossed the channel on small boats between January and July. And the Prime Minister knows it's one of the main issues that he'll be judged on come the next election. Since it's coming to power last July, Sirir Starmer has repeatedly pledged to smash the people smuggling gangs that organised the crossings.
It's a real pleasure to be here with President Macron. Last month, he announced a so called one in, one out Migration pilot scheme with the French President, Emmanuel Macron, which Downing Street says is a major new step. That will see some people who arrive in the UK on small boats detained, if their asylum claims are deemed inadmissible. They could then be forcibly returned to France.
In exchange, the UK will accept an equivalent number of asylum seekers under a new legal migration route. Ministers say they can't return everyone and have been coy about exactly how many people this scheme will involve, but they hope it will serve as a deterrent for other migrants thinking about setting off across the channel from France. Chris Philp. The conservative Shadow Home secretary, Chris Philip, says the plan will make no difference whatsoever and is a gimmick which won't work. This type of agreement is new and untested.
The pilot will run for a year and will be ratified today. The government says people could be detained within days. The first returns would then be likely in the coming weeks. Jack Fenwick, BBC News, Westminster. Let's speak to Henry in Westminster and Henry, it's happening maybe soonerer than some expected. I guess the question is, will it work? Well, look, in government, I think they are optimistic that this will prove to be a piece of the puzzle in finally reducing the numbers of these crossings, which let's remember, are at the highest level at this point of the year as they've been at any point in this year at this point of any year on record. I think, though, the government is also realistic. They know how big a problem this has been for successive governments, and that there will not necessarily be one silver bullet which deals with the issue altogether. Nevertheless, real happiness in government that they've managed for the first time to get the French government to agree to the principle of taking back some of those people who have crossed the English Channel in small boats. I think, though, what it also does is it raises the stakes for this government. So Ke Starmer vowed to smash the gun gangs, but more than that, he said that his approach, based primarily on international cooperation rather than policies like the Miranda scheme, which he called a gimmick, would do a better job than the conservativeative governments did of reducing crossings. As I said, we have not seen the impact of that yet. This government needs the impact of measures like this to begin to show in the statistics, but before long. We'll speak to the Home Secretary a bit later, but for now, thanks, Henry. Look at some of the day's other news now. New NHS guidance says patients coming off obesity jabs should be given support to help them prevent piling weight back on. The National Institute for Health and Care Excellence, or Nice, says it's a problem many people face when they stop using the injections. It's calling for structured advice to prevent weight gain. Our health correspondent, Dominic Hughes has more. Weight loss drugs have the potential to transform the fight against rising levels of obes. Treatments like Wagovi and Munjaro have already helped tens of thousands of people shed excess weight. But there's strong evidence that weight can be put back on once patients come off the drugs. Now the body that provides guidance and advice for health professionals in England and Wales says more needs to be done to stop people piling the pounds back on. We recognise that weight loss is a challenge, and it's a journey. It's not a quick fix. We know that no matter how weight it is lost, there is a risk of regain once a programme or a course of drug treatment is finished. And that can undo all of the potential health benefits. So individuals need help to change their lifestyle, their diet, their exercise regime, in order to maintain weight loss and stay healthy. The new advice on the use of weight loss drugs says patients should be offered structured advice and follow-up support to help prevent weight gain. They should be monitored for a year after completing treatment. and offered extra support if it's needed. Charlie's Experience of weight loss drugs on TikTok, and she's had lots there after completing treatment and offered extra support if it's needed. Charlie's been sharing her experience of weight loss drugs on TikTok and she's had lots of people asking her advice. She lost four stone with the help of the NHS programme, but she's worried about what happens when people come off the drugs with no support. I see so many people doing it alongside a not very healthy lifestyle and without the guidance that I've had. So, if you wanted to, you could take majority to the point where you can't eat physically at all. and the weight loss is rapid. So it's obviously quite tempting to want to do that, but I think it could lead to distorted eating and not really giving you the best habits for when you do the side to come off it. So I'm more than happy to offer and help them, but really, the support that should be given should be coming in from the NHS and from GPs. The advice only applies to those accessing weight loss drugs via the NHS. Over the next three years, that's only around 240,000 people in England and Wales, those judged to be in the greatest need, but many thousands more are accessing the drugs privately, and it's just not clear, the extent to which all private providers will offer these patients the support they need to keep the weight off once they stop taking the drugs. Dominic Hughes, BBC News. The UN Security Council is due to hold a meeting in New York later on the fate of hostages still held in Gaza. It's amid reports that the Israeli security Cabinet will consider a plan to reoccupy the entire territory. At least 40 Palestinians were killed in Israeli strikes and gunfire yesterday, including some seeking aid, according to local sources. The former arsenal player, Thomas Parte, is due to appear in court today after being charged with raping two women. The 32 year old is accused of two counts of rape against one woman and three counts. The former arsenal player Thomas Parte is due to appear in court today after being charged. Former arsenal player Thomas Parte is due to appear in court today after being charged with raping two women. The 32 year old is accused of two counts of rape against one woman and three counts against another. His lawyer has previously said he denies all the charges against him. A four year old girl has died after an incident to at a swimming pool at Waterworld in Stoke on Trent. Police were called to the water park at around 4:20 last night, following reports of a child in critical condition. Staff and paramedics treated the girl at the scene, but she died a short time later in hospital. Staffordshire Police say it's investigating the incident." Pupils across Scotland are waiting for their exam results this morning, more than 147,000 young people will get their marks for qualifications, including nationals, hires, advanced hires, and skills for work awards. Our Scotland correspondent, Lorna Gordon has been speaking to some students in Dumfries ahead of the big moment. In the long gap between exams and results day, there's time to kick back and relax. But now, students in Scotland find out how they've done. Louis sat five hires, he's focussed on the future and on what he wants to do. There's a lot on where I' pressure to exams nowadays than maybe 10 years ago, 15 years ago. After finished school, hoping that, well, depending on my results, hopefully get an unconditional at unit or uncond conditional, depending on whatever it may be. I'm hoping to go down the physotherapy route or the sports science route. I've always been interested in sport. Laura has spent long hours sketching and sculpting in her school's studio. She is passionate about art, but all too aware of the pressures she and her peers will face going forward. My results last year, they were all right, but a lot of them were like, definitely very different from what I expected. There's a lot of pressure on people to succeed and do well right from the get go, and that kind of puts the pressure to get into more, like, just, you know, better paying jobs, which kind of discourages people from aiming for what they enjoy the most. Recent years have seen plenty of turbulence in Scottish education. There's been concerns over falling standards and a failure to tackle the attainment gap. The Scottish qualifications authority is being abolished on top of all that, experts say this will be the first year of normal marking since the pandemic. With a focus on musical theatre and acting, Tess has already secured her place at drama school.. Witches and warlocks in a dance. May Cotelian brunt you free France. I'm just absolutely buzzing that. That's something that I actually get to do. I get to go away and just perform. I do think at this age and stage of life for anyone, it does get quite difficult, because it's when you're deciding what you want to do next. And there's a lot of outside pressures, like having to write your pressure statements, go to the SQA, and especially if you don't really know what you want to do. These students are from Dumfries, but across Scotland, nearly 150,000 students get their ris results today, all hoping they will hit their goals. Lorna Gordon, BBC News, Dumfries. Fingers crossed for them all. Well, travel disruption is expected to continue continue today after storm florists battered parts of the UK, with winds of up to 90 miles an hour. Scotland bore the brunt of the bad weather, leaving more than 50,000 homes without power last night. Our correspondent, Tom Simons reports. With top winds measuring 82 miles an hour, Scotland's summer storm has blown through, taking trees and power lines with it, though the national flag in this back garden appeared to withstand the onslaught. Scottish and southern electricity networks said Flores had been the most damaging summer storm in recent memory. Among 43,000 affected, one resident in the windswept Highland village of Plloctton resortsed to DIY, using a car battery to take the place of the national grid. It was also a question of keep calm and carry on at this campsite on the West Coast, cancelling the summer. getaway, not an option. From about 4 o'clock this morning, so pretty much last 12 hours.. We having to hold the tent down.. Literally doing shifts, like, we haven't been able to legal 10 without one of us being in and't that out. And so on day two, what's the impact going to be, where there could be some more disruption to trains, net worth rail Scotland is finishing the job of checking rail lines this morning. There were widespread airline cancellations yesterday and tricky landings for pilots who did get into the air, but British Airways and Ryan Air said if passengers were affected today, they'd be notified. And across Scotland, the north of England, and Northern Ireland, the clear up will be underwear.. But the worst has now passed. Storm Floriss is heading off into the North Sea, the wind's dropping and better weather coming later this week. Tom Simon's BBC News. Hopefully a bit calmer today. Definitely. It's so breezy there. Did you see how uncertain that dog looked? Yeah. Wasn't sure about going for a walk in those conditions. I was a bit like the dog yesterday, I have to say. Don't want to move. We' get the latest forecast from Carol in a moment, but we just wanted to show you what happened when a police officer in Florida had to make a rather snappy arrest after a family reported an alligator taking a dip in their swimming pool as as often happens.
